Once in the truck, they should have a discharge permit or some documentation that it is just moving clean stormwater. Numbers on the truck or a plate is critical. If the government is dumping then a records request should resolve it. If private company dumping then regulators need a way to identify and prosecute.
My daughter goes boating/ swimming with her inlaws on weekends. She was just today telling me that they aren't sure where they can go this weekend, because the last handful of lakes they visited were making the kids sick. One had something on the water which my daughter described as looking like transmission fluid, in such an amount that there was no place to put a person in it safely at all. Nebraska. This has never been an issue as far as I'm aware.

It’s especially bad where water runs from the street through storm drains into the sound. You can’t eat oysters after a heavy rain because of bacteria. Only exception is restaurants can treat them for bacteria but I don’t know if that’s safe either. Might be the same situation in the lakes. Possibly something from farms running off into rivers into lakes in your area. Someone mentioned algae and that’s a possibility. Stagnant water breeds bacteria.
Exactly! If you know about the Tar River and pig farms you know about that dirty business. The mess that caused after the Hurricane Floyd flood was swept under the rug. Pig farming and chicken farming used to done right until it become about big business and money. I remember my grandparents had pigs when I was a kid (70s). Not a lot but enough to have some meat for the year. I've got pictures of me watering the pigs as a kid. Sadly that life is gone. I went to school with a guy that inspected pig farms. He died after being in the hospital several weeks and they didn't know why. His body turned black.

So, I live in this area, and I am pretty sure this is runoff from a retention pond that is being dumped.
If it had been a DNR vehicle I would have said fish planting although it's late in the year if this is a recent video.
