If property is overvalued by the borrower, it is the bank's responsibility loaning money to evaluate the risk and if their evaluation yields a lower number they have the right to refuse or not.
No bank or investor will loan 100's of millions of dollars without properly evaluating collateral or risk.
Exactly. Trump could ASK for 100 million dollars for a property, but a bank would want an appraisal done. Hell, anyone paying cash would want an appraisal done. No bank just says, "You say it's worth 100 millions dollars, well, it must be!" No. Just no. They would be out of the banking business in no time.

I tend to give him a bit of a pass. I think he's like a lot of us - currently comfortable but not independently wealthy enough to say F-it. So he's trying to speak out without getting muzzled and losing his income.
He's done a lot of good work over a lot of years in his niche. I get the sense that he knows things are going to get worse but at least he's trying to advocate for a peaceful solution knowing historically that the inevitable violent revolution will be messy, costly and unpredictable.
I listened to an interview with him where he told a story about how he had written an article that was negative on some CCP trade practices or something. Very mundane stuff. He got a visit in his campus office at Stanford from a young Asisn lady who wanted to "talk" to him how he was wrong in his conclusions, blah, blah. Said she was dressed rather provocatively. Tried to give him a gift of a tea set which he declined. Then tried to get him to go to dinner under the pretense that they could discuss the matter further which he also declined. She left and he and his assistant remarked the strangeness of the whole thing.
Fast forward: the news about Swawell banging Fang Fang breaks. The assistant calls up VDH and says "OMG, that's HER!"

The appraiser, operating under very strict guidelines, sets the value and the bank decides what percentage of that value they are willing to loan, whether it's a purchase or re-finance. In the case of property taxes, the value is set by the County Property Assessor, through most recent sale price and/or at some regular (five-year?) interval, and the County elected officials (supervisors or whatever) pass laws determining what percentage of that assessed value is taxable. Donald Trump doesn't set the value of his home, although he may have an opinion on it.
