Mark Kelly has no funds to campaign on. The campaign money has to be returned, it can't be given to another candidate.
Most likely they're trying to get campaign donations getting their name mentioned as a possible replacement.
PAC money is dark money. They can contribute unlimited funding.

Not being on the ballot could be a feature not a bug. Watch their courts vote to go full digital voting. All they need to do is have the Potato come out and say he's too sick to run. They'll change laws to "protect democracy".
