Biden was the Presumptive Nominee. Only when the delegates have officially cast their votes at the convention (virtual or otherwise) would he be the actual nominee. They will not be replacing him on the ballot because he is not on the ballot yet. So the laws in those states do not apply.

However I am thought of them running it with Biden’s name on it and applying it to Harris. In this fluidity of democracy now we are all capable of identifying as whole we want.

In Wisconsin, a candidate's name can only be removed if he or she dies, and in Nevada, the deadline for replacing candidates from the ballot, which was June 28, has already passed. However, there is an exception if a candidate is deemed mentally incapacitated, possibly prompting months of legal battles.
But in Georgia, there is still time for Biden to be booted from the ballot — if his name is removed up to 60 days before the election.

I think people are talking about the fake ballots already printed up. They'll be no good now. That's part of it.
It's a double bonus: lots of write ins, spoiled ballots, votes canceled and replaced ... All justifying an even more extended period of vote counting!
