Some FEMA agents are known to be armed. File an armed robbery report with the state police. Point out fed that stole all the starlinks.

Nothing will fucking happen. Civilian law enforcement leadership gets rock hard when they're invited to be part of a federal task force, and will break their backs bending over backwards to accomodate the feds. On the bright side, last I checked, FEMA isn't a law enforcement agency, they don't have arrest powers, and they have no authority to seize propery from citizens. There is no citizens arrest in NC either. So it's really just some asshole, possibly armed, trying to steal your shit. Maybe don't let them.

Any funding going towards FEMA can be immediately shifted to providing goods to volunteers who will ship them in.

Volunteers can do the job. And if govt doesn’t tax half our income we can donate easily.
If people have to ask "Do we really need [insert govt agency here]?" then the answer is no.
A disaster response team is good because it ensures that stock of necessities like water is kept and allows robust efforts that volunteers may not have access to.
Unfortunately FEMA has gone beyond that, was given too much power to do whatever they want and are used way differently than they should be.
Do we need FEMA? No. Should we have some fashion of disaster response team? Probably.
Thus, get rid of FEMA to start with since nothing good is coming from them.
