Most cops do this. Unless the head is decapitated, they still handcuff a perp who isn't moving (and probably dead). See it a lot in police videos.

It's in relation to point 5B of the Autopsy Report, which states "Mildly elevated blood lead level of 5.9 μg / dL (heavy metals panel)".
