The movie is seemingly run by military, thus "casualties and losses" are weighed on either side of several gamed scenarios, and the lesser losses are favored, almost coldly.
Civil management of such situations would likely shed more light on what's truly happening for the hostages themselves (the people), instead of this invisible war.
And God's plan remains in a class of its own, because it can spread out karma debt over eternity, and beyond death, and restore perfect justice with not a single "penny" lost.
