I just got back from vacation and I got to talking to another vacationer who worked alot "in the system" and knows it very well. He said the only way to stop the problem is to get rid of them. Permanently, if I knew what he means. I just returned, " no one gets put down for treason anymore, let alone go to jail."
He just said "Thats about to change".
