What 208-RZ seems to be talking is this: every time something people want is declared illegal and forced underground the end result seems to be the same. The alcohol prohibition eras of different countries are a good example, the use didn't go anywhere, people rebelled against it and that rebellion in itself became to be seen as something cool, criminal organizations for distributing the stuff were created, and patterns of use became worse.
In general, even if not using any drugs would be best, it can't be forced. The second best, and with least problems from them, seem to be societies where they are used, but the use is sort of ritualistic, those rules of use are taught to children at a fairly young age, and the socially accepted use is limited to certain places and times, if not connected to religion then to social functions, and their sale is legal but well monitored.
That - making them legally available - would make one revenue stream for the cartels less profitable. And if they had never been made illegal in the first place you maybe would not even have the kind of problem with those cartels as you now have.
Legalizing drugs wouldn't do a damn thing to stop organized narcotics crime. Because if drugs are legalized, they get taxed and people would rather stick with drugs they get from a shady dealer who gets them from the Sinaloa cartel because they're cheaper. The cartels do not pay taxes and neither do the shady dealers on the streets.
We live in a free nation. These laws mean we are not free. I don't do drugs or drink but I'm not gonna run around saying the laws make a difference. I was a narc for 10 years and did hundreds of cases. It made zero difference no matter how many I locked up. Now look at Portugals program. Everything legal, drug use dropped by half already. The crime is zero because nobody can make a profit off it.
How about getting rid of the narcos who have shown they’re willing to murder for profit, then legalizing and letting decent people step into the newly established market opportunity?
How about when they steal to support their drug habit? Because they can’t work, or choose not to. I suppose your solution would be to just give it to them for free. But they still have to eat and live somewhere, still need money for that. Well then, give them free food and lodging. So we have to support a large part of our population because they are lazy and stoned? Not a winning solution. Not a Make America Great Again solution. Go look at the homeless camps in every big city and tell me that is great.

If you want the cartels gone, stop jailing adults for buying and selling things. Drugs, gun, ass, etc.
