I think you're misunderstanding the context. It's "sudden" because not everyone that was fired was was prepared for it to actually happen, so punctual that they got hilariously trapped inside (of course intentional), not that it wasn't planned as such.
That action takes the wind out of their sails. Their power evaporates by getting stuck in a different job/responsibilities until Trump can banish them altogether.
