Unfortunately, in some parts of my state, its so hard to find teachers, people can teach without a certificate for a period of time. Knowing anything about the country we live in is not a factor. This will probably only change when globalization goes belly up and jobs come back to this area.
They need to RAISE the salary of teachers dramatically. If they can somehow do this, you will get a flood of better qualified, higher quality teachers.
The shit wage is the fundamental problem. If you can increase the position to something that is highly attractive, the results will be seen.
When you give shit wage, you get shit people. This is the same concept as minimum wage workers.
Illinois teachers get paid top dollar and they're still incompetent. And their union demands have pretty much pushed the state into fiscal chaos. Throwing money at a problem doesn't solve a problem.
The top students never go into teaching. That hasn't changed since I was at university fifty years ago.
As I recall, we were required to pass civics to graduate grammar school. This fell by the wayside due to the emphasis on political brainwashing that began in the late 60's to early 70's. It became more important in the views of "educators" to fill young minds with what they considered "correct ideology" than actual knowledge.
So my solution has always been to get rid of the requirement for an "education degree" in order to teach and replace it with professional competency. If someone can demonstrate that they have the knowledge required to teach a given subject I fail to see why anyone needs to have an "education degree" and be indoctrinated into the communist mindset.
The entire way the degee program is structured turns out communists and then people wonder why we have problems. There are plenty of highly skilled people with expertise in various subjects that could be tapped for the job. You don't need "education majors" who were educated in how to teach communism
I do still think higher salaries to attract the best is needed. But from your post, there obviously needs to be other adjustments.

For shits and giggles did a practice test, had an 80% untrained as a foreigner. Need to brush up on the early history and some early public figures a bit, but the rest was easy.

Who wrote the Constitution was another one I got wrong, also a 50/50 because 2 dumb answers, Madison kind of vaguely rang a bell but Jefferson sounded much more familiar. X

What are the -two- things why Americans wanted to have independence from Britain
A. 2 options, forgot the exact options. Taxes, something else
B. 2 options, forgot the exact options. Representation, something else

D. All of the above
The correct answer was "D: All of the above". But wait a second.. Two plus two plus two is six, right? How come the q states that it only has two reasons?
Teaching kids in a country without knowing the country or being Marxist. It's like trying to go teach classes in Saudi Arabia and being a Marxist. See how far you get. LOL
I foresee a whole bunch of H-1B visas applying to teach US history for the next decade or so.
Too many students have been through a system which taught them everything but how and why America is great and now they are the TikTok teachers of today wanting criminal crossdressing migrants selling drugs to their students.
One last big wave of educated European history teachers who would love to be in the US immigrating to cover the gap should stem the tide.
