Based on my first hand experience and research: Every California state and municipal judge is on the cartel payroll. The municipal judges are facilitating human trafficking through family courts and getting kickbacks from both the cartels (routed through 3rd parties/NGOs) and law firms (also routed through 3rd parties and law associations).
Federal judges in CA appear to be compromised by both Mexican cartels AND Chinese Communist Party agents all the way up to the 9th Circuit. None of the Obama or Biden appointees have oaths of office intentionally to avoid potential execution for their treason. Civil fraud still on the table.

Confirmed in Family Law Courts (County Municipal Service Corp) in Santa Clara, San Diego, Sacramento, Los Angeles, and Nevada Counties from my own litigation and others reporting. District Court of N California confirmed no Obama/Biden judges have oaths and something questionable going on with magistrate judge appointments. One 9th Circuit judge (SF location) confirmed (so far) no oath (refuses to show it). Others have confirmed Dem state Reps and others have no oaths. CA state AG (cartel agent) and Treasurer (CCP agent) have no oaths.

All aspects are not known, but states have been monkeying with oath details, requirements, and enforcement (or lack thereof) since 1989. Typically, a signed and notarized oath is required to be submitted and on file to be “properly executed”, especially where a bond is required (issued by insurance to cover public official malfeasance). I suspect that they rolled back bond requirements via fuckery, and then just failed to enforce oaths.
Note that removal of oaths is a KEY tenet of the Communist Manifesto (bullet point #7?).

The use of “foreign” here could be “foreign to the cartel base of operations” (i.e. Mexico), and in that case would include US state gov’ts.

All County CORP gov’ts are involved in massive general fraud, money laundering, and mortgage-backed securities fraud using property taxes and stolen land titles. Unclear if 100% is tied to Mexican cartel activity. General purpose is to steal ALL individual land and titles.
Generally, it appears related to Dem-Party and Repub-Party cartel activity that is secondarily tied to foreign agents. Examples: CA looks like split between CCP and Sinaloa, AZ, NM split control between Sinaloa and County Parties, TX looks like Muslim Brotherhood (backed by Israel who controls Gov Abbott & TX GOP) with small part Mexican cartels (multiple), CO looks like Dem-Venezuela alliance, etc. Very similar structures in IL, NY, and WA state with CCP operating from Vancouver suspected in WA Dem-CCP alliance.
