The images themselves are identical in every way except the resolution. The aspect ratio is exact between them. One of them is smaller than the other, but when overlayed corrected, they match.
I was about to go do the comparison, but you got it done. I’m usually not big on deltas, but given what you found and it being an exact 5 year delta due to the way the calendar works, I consider this a delta. The White House could have posted any flag, but instead they posted the same flag Q posted 5 years ago. Slight difference for plausible deniability as always, but this is a Q proof.
I'll just add in that social media platforms tend to sanitize filenames on upload for a number of reasons, so short of analysis of actual bytecodes it isn't feasible to go off of filenames alone.
Was going to say if you upload a picture, social media will change that filename to their own filename syntax as well as removing all metadata.
For me, I still use Catbox.moe to remove all metadata before uploading anything to social media cuz I don't trust social media to actually 100% remove metadata as well as the possibility of them retaining some or all of the metadata somewhere.

Like u/Redpilled2Depression said, it's just how Twitter/X display the embedded pictures with rounded corners then once you click on the image, it will show sharp corners once displayed in full resolution.
Same as when you look at an user's profile picture, it's a circled image, but if you open the image in a new tab, it will show the full image, which will be a square and showing some more of the picture that the circle overlapped.
