A not insignificant portion of the States make the Feds look competent. Not to mention the State Level Agencies aren’t much better than FEMA in many respects.
Most likely outcome. Probably see the Office of Civil Defense or a similar program resurrected under the Military. The Military is for better or worse considered nominally independent politically. And is one of the few entities much of the general public likes or at the very least has positive opinions of most of the time irrespective of whose sitting their ass in the White House or Governors Mansion in the event of state level. Versus other Government Agencies.
But the Office as originally conceived relied heavily on Civilian Volunteers. Versus Government workers or Military Personnel. The Volunteers were also provided Training and Military Surplus Equipment. Focusing on Disaster Relief and Emergency Response. And they were trained to function as independent outfits at the State and even down to the County Level. As supplements to local Government. As they were originally conceived of during the early Cold War.
So the presupposition was central command in D.C or the State Capitals were probably a radioactive crater. And they were on their own till whatever was left of the Government be it Federal or State figured out who in the line of succession was still alive and thus in charge.
It does, for good or ill. Walking down a little street in Germany 30 odd years ago with someone who speaks German, who was talking talking in German to an old lady from that village at some length. When they got to a certain tree they just stopped & expressed something of extreme emotion.
The person I was walking with explained to me that, the old lady remembers the time when she saw many young men that she knew, from their little village hanging dead from that tree. These were the men that did not want to fight for Hitler. Yes, it left a long impression.
