The others would require Congressional approval and only in a time of war, civil or otherwise. The war powers of the Office of the President were designed that way to keep any president from using the Armed Services against the people in a tyrannical manner. When the U.S. we're just British Colonies, the various Governors and even the King himself used the British Army and Navy as a police force. The role of the military doesn't and never should involve policing. However, using "citizen soldiers" like National Guard units helps to ensure that they won't act in a heavy handed way when dealing with the public as a policing force. Their powers are limited. The NG units and MRI e Corps, when acting as a domestic police force, have to answer to the local authorities, except when putting down an insurrection. Theyre allowed to protect themselves with force if necessary, but the ROE SOP is specific in this regard: the various military units have to have positive identification of any threats, have to be actively taking fire and/or casualties, and also have to get permission to return fire. After the Kent St "massacre" the ROE SOP was rewritten to include those new rules.
