We can blame the system that created this lifestyle in the first place, as well. The initial goal was to destroy the black family and make them dependant on the Welfare system. Id offer incentives for Black families who stay together. Go further as to offer them a discount on raw cooking ingredients to get them cooking again. Have a National movement on getting families cooking and eating together again..
Not just the black community. It's the current government system giving a perverse incentive to anyone to NOT form family units. And the number of 'designated disabled' men who are receiving checks but who are openly running lawn mowing businesses, car repair businesses, 'appliance repair and resale' businesses out of their homes are really surprising, and disheartening. One 'disabled' appliance reseller was actually turned in to social security by a family member and SS immediately stopped his check. He called in to dispute... said he only worked on appliances for his own family home and they said 'okay' and his check was reinstated just on his statement.
No discounts over what a non-snap person could get. These recipients have figured out how to get on all of these programs, not only SNAP, so, they can figure out how to get a ride to a grocery store with a neighbor if they are truly in a 'food desert', and they can use their Obama phone to google how to cook a good pot of beans or hamburgers. There might be a very few exceptions to the rule of people who truly can 'only' go to convenience-store (read, each banana $1.00 versus $.25 in Walmart) but the dollar stores are revamping to help cover those food desert areas. Dollar General seems to have exploded all over my rural area and probably half of these stores have the 'fresh grocery' setup in them.
We knew it would have to eventually catch up with training the past 2+ generations to eat only processed and fast food and pop. I believe it when people say they cannot cook 'from scratch' because nobody showed them the way. Everything is microwaved or pre-made in plastic. We did this to ourselves.

Restricting people from buying fruit loops does not fix the problem. The stores are full of processed foods. That's what the average person is used to buying. Where was the outrage when Mr(s) Obama implemented her diet program for public school lunches. When I saw what my son's school lunch options had devolved to, I was flabbergasted. A tortilla with slices of processed meat product does not make a healthy "wrap." These "healthy" options reminded me of correctional meals served at one of our countries more difficult jails, only without the sufficient caloric intake for growing children. Not to mention that many kids in this country rely upon a school lunch as their primary meal of the day. When austerity measures effect those that are abusing a system of charity the vitriol is dialed up to eleven. My family received ebt at one point when we were in dire circumstances due to a tragic accident that put me out of work for nearly a year. We clipped coupons, shopped for sale items and did everything we could to be good stewards of our great nation's charity. We filled our pantry with food staples and I prepared delicious meals from scratch. We finally ate the last of the food purchased on EBT two years after we no longer received ebt benefits. Some shelf stable items last longer than the "best by or expiration dates." Canned goods, frozen products, dry shelf stable goods like pasta, dry beans, and rice, can be stored much longer if care is taken. What we didn't buy was sodas, candy, expensive cuts of meat, seafood, deli meats, prepared foods, frozen dinner items etc. BTW for a family of 5 we were given over $700/ month in benefits and we had no problem feeding our family and we could have eaten luxuriously had we wanted to, instead we were careful because we never knew when the benefits would end.
