The intel guys are behind it all and don't want to bring any attention to it.
The water tower had no shot at Trump and most likely had no one on it. This is most likely a distraction to discredit real investigation results. I have been on the show grounds. The top of the tower is visible and not high enough and close enough to have a line of shot at where Trump stood unless your bullet flies like a ball.
The best theory is a beaver County officer ALONE in the second story window (the obvious one with the clear line of fire overlooking where Trump stood that no reporters seems to notice) took the first three shots at Trump and hit his ear when he just happened to turn his head. The guy on the roof was playing as a patsy. Probably Greg Nicol in the building and Maxwell Yearick pretending to be Thomas Crooks on the roof. Oddly enough, Greg and his wife were 2 of the first 3 on the roof to examine Yearick's body and fine all the cartridges... This isn't to hard to come up with these names if you were paying attention at the time. I find it very telling that practically no one looks into Greg being the primary shooter.
Crooks, the patsy, had been shot more than once. The first one was by the policeman on the ground who hit him causing him to collapse face down, which created those dried blood streaks that ran down his face on his right side. That shot may not have killed him, but caused him to fall unconscious. Then, a second shot(s) by a sniper (Secret Service or FBI?) to 'make sure' he was dead, which cause the profuse bleeding that ran down the roof and appeared wet and fresh when the photos were taken.
Plausible in theory, but, you want the actual trained assassin taking the shot because you want the confirmed kill, not some loser Jabroni like crooks firing blindly at a target while you cross your fingers and wish it works.
If I had to venture a guess, that FBI sniper is long dead. That's a loose end that would have been tied up. Probably got to the SUV and had a bullet sent into his skull not long after.
If you think about this logically, it's ridiculous. They're so stealth and secret they managed to place an assassin (who missed, mind you) on a obvious water tower that's a glaring red flag, but left behind a ZIPLINE so they could play commando repelling down it and not just calmly taking the ladder. If this Data is plausible one would assume it's a Trump team operative up there.
