Nationalizing DC likely makes the municipal gov't irrelevant. At least it may be part of Republic again, removing foreign control.
"Incorporation" means only the establishment of a legally-registered identity for the purpose of transacting business, establishing bank accounts, receiving and disbursing funds, and being liable for civil claims. It doesn't put a municipality on the stock market or subject to the SEC. It may affect or mitigate the legal liability of the officers of the municipality.
