He probably donned his shit when he knew he was going to be in a static position. Its not uncommon to take it off when your security is on top of you. Unless you have an unedited shot where you followed him all day maybe just consider it a possibility.
Also, the .2 inches is the titanium portion. Not the ceramic behind it as well. That is way bulkier than you think and we have not even mentioned the harness required to wear one. I have worn these. You look like a turtle in them.

So basically how would you wear this? Let me explain. Not in a traditional plate carrier. It would be inside a vest (an armless underneath type) that is low profile hence the low profile nature of the plate itself. I hope this helps explain it better. Its not the armor itself at fault -- it did its job but it wasn't rated for that round.
He 100% had armor on, you can see the outline of it in the beginning of this video and the shape of it as his body moves from impact.
The guy explaining in the OP video is spot on in his breakdown of what happened. My guess would be the "he has a pulse" was disinfo to smoke out the shooter into making a mistake while fleeing. Who knows for sure tho.

Please --- anyone considering buying steel armor --- stop what you are doing immediately and either get ceramic level 4 plates or a special threat 3+ armor made of uhmwpe. Do NOT compromise!!! I reccomend hesco plates or any surplus military esapi plates. Three good resources ( no self promotion )

It's more easily concealed and cooler but if you get shot you are almost guaranteed to come away with some damage. UVU, compared to other places Charlie worked, is a fairly conservative school. This tells me Charlie was definitely worried about something happening to be wearing armor.
In this image it truly appears he has no vest on, perhaps he had a plate in front? Who knows however there are pictures from a number of angles where his nipples are protruding from his shirt. That is not an insult and I’m disgusted by his death, I don’t know that many vests would have a nipple protrusion as part of it albeit that is not a bad idea AT ALL to cause an attacker to think the individual is unarmored.

That is a lapel mic also called a lavalier mic that is clipped to his shirt. The connection from the top of the mic to the receiver/extension cable is what you're seeing. Trust me I've put them on people before. He probably taped it off on to his plate so it wouldnt shift around. Yes he has a mic in hand but this was probably a security comm link or for someone recording wanting to get dual audio for better sound. Not unusual. If you look at your photo you provided you'll clearly see one bump not two.

So what he was wearing and what the guy was showing in the video looked like a titanium plate. Any type of metal steel or titanium creates ricochet. This is very dangerous. Even if the round impacts 90 degrees dead center the bullet will send spall all over. If you wear metal armor you have to have a kevlar sleeve to stop the ricochet and spall.
He should have had protection guarding the neck if he did have a plate, there are many designs that would work. I dearly hope in the future there is an easier solution for security for public speakers.

There's compromises for stealth and keeping concealment. The plate he had on probably would not have stopped a direct hit either even if the ammo was a soft point 3006. It was solid metal and the speed of a 162 grain bullet flying at over 2800 fps would send a round straight through that plate. In this instance he may have been better off not wearing any plates at all unfortunately.

Officers get ricochets into their arms and hands. Soldiers get ricocheting shrapnel often. I mean Charlie just didn’t have a chance here. Just terrible.
And to think if his security detail had been using a drone they may have sniffed out the sniper as he was getting into position. They are relatively inexpensive and pretty commonly used in law enforcement nowadays. RIP Charlie

I guess a better armour would be a laminate with thin steel front, say 1mm, a softer filler such as kevlar, say 5mm, and a thicker steel backer, however thick that needs to be for the stop-protection required from the threat it would be rated for.
With a laminate arrangement the projectile will pierce the first layer (slowing down, initiating mushrooming, and enter the second layer and be stopped by the final layer, but caught up in the kevlar or other "plastic" and kept under the first layer, thereby the ricochet would be prevented. The idea being the projectile is captured within the laminated layers rather than skating off it.

I wear armor. He wasnt wearing armor. If he was, its was to stop maybe a .22. He was shot with a much much larger round.

High quality ceramic is the only armor stopping 30.06. I have steel 3+ that stops everything up to that, and it’s not concealable under tshirts.

He was shot with a 30-06. There is no armor on the planet that could have stopped that and been concealed.
