I suspect he has a damning compromat file and is being forced to do this. He is also surrounded with even worse people. Eventually, my prediction is he resigns, and his successor is rejected loudly, and it becomes impossible to avoid a general election. But I think this will not happen until a viable alternative government in waiting exists, and that is what is taking the time.
Reform, the Farage party, has problems but would probably win power in an election if one was held soon, it might freeze the problems, but not fully solve them, but could pave the way for something better.

Something like this would have to be in corporate project plans right now.
You can't just install a digital ID right now and expect it to be used right away.
An implementation like that would tons of money and time.
