Not sure what kind of problem you have, but if you have a picture you want to upload from a site, just copy that website address then over at CatBox, click on the link that says, "Upload via URL", paste that URL in and submit. Should work for you?
I've found the larger area where you can just click to upload picture from desktop or phone, or drag and drop a picture onto, a bit iffy for me at times.

Try viewing in incognito mode and if that works, then it's most likely the pop-up blockers, but if it's still being blocked, then try viewing it on your phone over cellular networks.
