There needs to be a separate program for people who are genuinely mentally or physically disabled and living in care facilities. They do depend on this program as their sole source of food.
Don't forget seniors. Some are only on SS like the disabled and barely get enough to survive. When the cost of everything else rises, they are often left no other options than to decide whether to buy food or medicine. They often do not qualify for assistance, and if they do, what they receive is a joke - usually less than $100 which doesn't buy much these days, while illegals and deadbeats rake in the cash. This system must change.
I was once helping a family member that was mentally disabled and on SSI and SDI. She only received a little over $500/mo. That had to pay for her housing, food, and everything else. We applied for food stamps. After going through the grueling process of applying, what she got in the end was a whopping $18 a month. Back then you had to drive to their office to pick up the stamp book. I had to take her there. I told her to hell with it. It wasn't worth me taking time off of work to drive her there. So I gave her the money out of my own pocket instead - and then some. I was already subsidizing her groceries. The system is broken! Nothing but foreigners and illegals in those lines getting food stamp books. We were the only Americans there.
They gave her $18 for an entire month? That's absurd. They ought to know they couldn't survive on $18 worth of food a month. That system is really broken.

Sadly, our seniors and the disabled are left behind while others that don't even belong here are living high on the hog. It is criminal. I used to see it every day in my practice. They drove up in new cars, some of them driving Escalades or BMWs with fancy rims. They wore expensive clothing and shoes, and everyone in the family, including kids, all had new iPhones. My staff would look at each other and wonder why the hell were they busting their butts. Sometimes we would find receipts for the grocery store, paid for with EBT, that had ridiculous amounts of money left in balance. Some of the balances were in the thousands. Absolutely disgusting.
The other problem is that there is a huge taxpayer funded ecosystem that caters to these criminals. All while American citizens are left behind - working for a living on low wages barely enough to keep up, or receiving next to nothing on the same programs that the illegals and other deadbeats are gaming. The entire system is beyond broken. The very people it was designed to help do not receive it.

I used to work at free pregnancy support clinic. After having a baby, some moms would call to complain that WIC didn't give them enough formula for the baby for the month. But, they also got an increase in SNAP benefits, but did not "want to spend the SNAP on baby formula." SMH

I'm shopping this weekend, but I'm going to a commissary for the first time in 25+ years. I'm visiting my daughter and her family for my granddaughter's 3rd birthday, and they live near a rather large Army post.
The last time I visited them I went to a VA symposium and ended up filing for VA disability, and it actually came through in August. Although they still have a lot of stuff to investigate, they completed enough to get me started at 30%. I expect to be somewhere between 60% and 100% when all is said and done, but all the MRIs/CT Scans, and other exams take time. My last exam proved nerve damage in my neck and arm so that on it's own will likely up me to 60%, and they haven't even started to address my back. None of the issues should've been a surprise - I had over 100 clinic visits for my back and neck in my 10 years in the Air Force, and I sent the VA all of them to make sure they didn't say the issue didn't exist back then. I scanned in close to 500 pages of my military medical records so I could upload everything they would need.
Because my service-connected disability issues are now documented I am again eligible to go to the commissary, and their prices are generally 20-25% cheaper than local prices - even with the policy of selling everything at cost + 5% (for overhead and paying the employees). They also don't have state sales taxes because it is Federal. I don't have any bases/posts within 150+ miles of my house but they live about 20 minutes from that Army post.
There won't be any mobs of people causing trouble there.
I quit my job a couple weeks ago. It's just time for something new. Anyways, I might apply for ebt, not to use it, just to see if I can actually get it.

what effective programs can we create to help people to be more self-sufficient?

They sold there SNAP cards for a few bucks and now can’t feed themselves because the money just dried up.
And yet the logo looks like a full trip of groceries for a non-SNAP recipient.
It started to use excess farm commodities such as cheese and dried milk and dried eggs. Yes, I remember those days when food aid was FOOD, not money.
