I'm surmising here but 60% is not suitable for "ranged" bomb making, sure you could make a static bomb, but not something you can send on a missile, because the payload would be too heavy to reach targets reliably and then explode with greater force than regular explosives of same weight. To get from 60% to the 90% you would be aiming for, thats what US nukes would have as a minimum, is much more of a technical feat than up to 60%
So, I would suggest this is a bit overblown. All they could do with that is make a truck/ship explode, still bad but not on a par with Trident style ICBMs
