The UN is the first step to install a global government. It relies on voluntary contributions. What they need to do is secure a compulsory revenue stream. A global tax would be ideal. So:

Say you can fix it with money.
Administer the cash - taking a small overhead for admin.
I believe it will start with most money being used to fix the climate. Well, actually, be used to bribe the less developed countries to keep voting for the hoax to make everything democratic. Then, over time, that overhead will grow, gradually, until it is unbelievably huge.
