Ex parte Young, 209 U.S. 123 (1908), is a United States Supreme Court case that allows suits in federal courts for injunctions against officials acting on behalf of states of the union to proceed despite the State's sovereign immunity, when the State acted contrary to any federal law or contrary to the Constitution.

Trump should personally sue the judge in a federal court. In that case, the judge has to pay for his own defense, and New York is forbidden to immunize him or pay for defense. In particular, the allegations should include that the judge committed acts out of scope.

We have similar issues in the States of the Union (as distinct from Washington, DC, which is The United States). If United States was plural, it would be These United States and not The United States.

There is a Treasury Decision (2313) that set policy on the taxation of nonresident aliens. If you read the original papers from the court case that decided this issue, you will see that Frank Brushaber stated that he was a citizen of the State of New York. He was also born in New York!

He lost, because his dividends came from Union Pacific in Utah, so he thought it was a state corporation, but really it had a federal charter.

This is a really complex matter that I have summarized in a few sentences.
