I'm kind of thinking there would need to be a small-scale "attack" (I'm hoping not, though). Considering NYC had the signs talking about what to do if an attack happened, I wouldn't be surprised if something happened there again.

My thought is the "undermining public confidence" part. They can claim Russia is the one who caused the "election was stolen" talk and are undermining public confidence. More gaslighting, I suppose

It's pretty interesting. They used lots of ways to deceive the enemy, including inflatable tanks and audio to make it sound like there were many troops and equipment.

During their tenure, they put on a "traveling road show" utilizing inflatable tanks, sound trucks, fake radio transmissions, scripts and pretense. They staged more than 20 battlefield deceptions, often operating very close to the front lines.
