There will definitely be revenge. The game that this nova-warfare style plays, is a slow roast - the vengeful party take their time figuring out the best type of revenge and acquiring those targets, which includes a period of psyops and sowing fear and trepidation, and psychological messages for the guilty ones - it is also happens to be a humanitarian signal for civilians to get out of the way. (witness it in the video - LOL from a Russian source - 15% of Israelis also speak Russian)
The thing is: The revenge tends to be like-for-like these days, so as to not 'escalate' things. 'Mirrors'. There might even be plausible deniability (e.g. it was an Inside Job) so that USA will feel justified to slow-walk their promise.
