How could such an unlikely event happen? Is it possible that some defences were not active or some intelligence not heeded? Is it possible that some defences were stood down ?
When shock and awe wears off and emotional responses are avoided, people can think more clearly.
They will be able to more clearly see the decisions and the chain of events which led to a situation.
