In regular voting, you choose one candidate. They either win or lose. If you want your vote to go to someone else if your first candidate loses, then yes, you'd need to put in a different candidate in the second column.
NOTICE TO VOTERS FACING RANKED CHOICE VOTING: Just choose your candidate, and check their box all the way across the page - 1st choice, 2nd choice, 3rd choice, etc. If your candidate is eliminated, no other candidate will receive their votes. It negates the effect of ranked choice voting, and it's the way to "return" to regular voting until we can get RCV voted out.
