This is a BILL, not an EO. And, as a Bill, this means it is legislation that has passed through both chambers of congress, and now the final step is POTUS signing it into law.
So, yeah, maybe there is some symbolic meaning. Did he delay the signing until today? Or is it just normal order of business?
The key point is, this is NOT an Executive Order. It's just a bill.

Do you think this is back door funding into using the insurrection act. Since Congress signed the defense bill removing the funding for Trump to use the IA this would be a clever way to get it funded.
We are waiting now for potus to say, "my fellow Americans, the storm is upon us." I'm not sure what I'll do when I actually hear those words.

What does that bill mean? I can't cut through the political double speak.
It's kind of boring, really. It just provides a revolving loan account for states to draw from to fund disaster or hazard mitigation. Maybe that's building a taller levee in New Orleans or maybe it's deploying fire watcher drones in California. Really, things like that. It does mention Homeland Security in the bill, but it seems to be mainly interested in protecting ports and other economic centers like that.
