It's a viewing platform for the Inaugural Parade. The parade traditionally runs from the Capitol to the White House. This year, there has been talk of a shortened parade, which would only "officially" start near the White House. Either way, the parade route passes here before turning into the White House driveway.

This is the military tribunal judges area. Note the other picture of the prisoner tents set along the sides every 50 feet. Judges face the accused... public tribunal and deaths. Maybe it was a dream... had some funky mushrooms in my spaghetti last night.
Except those tents are on the mall facing the Capitol Building and nowhere near the White House, if you haven't been to DC at least look at a map first.

I think that's the platform from which Trump spoke on the 6th....... there was something similar out there at the time, I didn't pay top much attention, but do remember seeing the trailers.

I looked into this a few days ago. Its a part of the Inaguration parade. The parade marches in front of the whitehouse between the large press stand you see in the photo, and a presidential viewing stand which is on the other side of the press stand in the photo. The linked photo was probably taken from the press stand. looking at the presidential viewing stand. The press stand is much larger than the presidential viewing stand.
