remember those massive generators spotted by random civilians ? So my threory that if there is a massive power outage coming on the election day, they will use generators to keep sending the messages through the speakers

I don't think they're going to have any inauguration at all. Certainly not this month. All signs pointing to that conclusion more and more each day.

I think you are right here, Giant Voice is a global comms system for when the internet is down at times of crisis and war, this was just a speaker test of the DC Police system.
