There is no Constitutional requirement for a State of the Union address at any specific time or on any specific schedule, or for there to be anything but a report "from time to time." Many times it has been in writing rather than as a speech.
While a President can give a speech in front of Congress as the "State of the Union Address," typically or maybe always it's not called a State of the Union when it's only a few weeks after inauguration.
So nothing all that unusual here if he does not give one.

Trump's first-year address to a joint session of Congress was February 28, 2017. Barack Obama's was on February 24, 2009. George W. Bush's was February 27, 2001. Bill Clinton's was on February 17, 1993.
So 3 out of the 4 most recent presidents gave their first term address later than this.

Pretty sure there is a constitutional requirement for the President to give a SOTU report to the House Speaker every year but it can be in written form to satisfy the requirement. Optional to do it in the speech form - that is why Nancy got the text of the address last year while sitting there - to meet the requirement. Also is why there was such an uproar when she tore up the speech - her copy was an official document that she destroyed.
