There are watermarks on every single legit ballot. They can tell which is fake by that. Jovan Hutton Pulitzer addressed this during one of the hearings.

What does "cover up their tracks", entail? If there was fraud there will be federal prosecutions. If the items to inspect that would have proved the fraud are missing or have been altered, there will be evidence of such, and there will be federal prosecutions.
