Any team who does this revolting, viscerally offensive behavior automatically forfeits the game to the other team. If both do it, both offending teams forfeit and take a loss, and a censure. Repeated offenses like anti-American or subversive physical gestures at games should result in revocation of the team's charter or whatever it is that lets them have a team.
It is an inviolable law of the universe that humans ONLY change their behavior when sufficiently motivated to do so.
