It seems clear to me that this was one of the plans discussed at those meetings that the SS was kicked out of. It wasn't just about Spygate. That was published on January 9, 2017, which was 11 days before Trump took office.
They waited to officially finish the reviews and lift the funding policies until December 19, 2017.

I know that many of us looked at/compared the CDC’s data of Covid-19 deaths, flu deaths and pneumonia deaths. Many of us were a bit “taken back” since the flu basically disappeared. My radar went off right away.
This video gives us some great data. Fauci is also facing a grand jury indictment by Dr. Judy Mikovitz. She is presenting evidence that supports that the “supposed pandemic” may have actually been the “Spanish Flu.” That’s why we were thrown off by the numbers.
She believes that Dr. Fauci was promoting it as a covid-19 virus to distract us from the truth. People may have been dying from the “Spanish Flu.” If so, these people could have been treated for the flu.
