At the time of the Putin Trump Helsinki meeting the Mueller Investigation was in full swing. Putin states he made the offer to let Mueller's investigators come to Russia to participate in the questioning of the 12 Russian "intelligence" officers Mueller had indicted for 2016 election interference if Russian investigators could go to the U.S. to question U.S. officials and intelligence operatives who may have facilitated Bill Browder's alleged financial crimes committed in Russia.

That was it.

An exchange of the opportunity to question people, the 12 Mueller indicted Russians in exchange for questioning U.S. officials and intelligence officers alleged as accomplices of Bill Browder. Note Putin was not asking the U.S. for access to Bill Browder. He is a British citizen.
