I believe they’re doing a recanvas. So going and checking addresses against the name on the ballot. Probably a ton of ghost voters in there.
They're examining by hand, 1,000,000 ballots. That's 100k ballots per day for 10 days.
That's a LOT of ballots that require more examination than a computer can provide. That's a LOT of potential fraud.

So they have completed the tally count, now they are checking all papers ballots, so if that is completed on 26th June that would likely mean a further few weeks to complete and issue the final report....
