From what little I know about Brazil, I'm pretty sure that they are way less hesitant than us to use the police and military for political violence. Whoever gets control of the police there essentially owns the country.
When you suffer a defeat at an anti-corruption measure, really you win. It makes you stronger, so you make the plan even more corruption preventing, and try again, and if you are beaten again, you win even more.
I mean this seriously, voting against genuinely though out anti corruption measures only makes you look corrupt. They do need to be open source, systematically better ways though, with verifiable improvements.
