There is nothing illegal about yelling, "Fire!" in a crowded theater. If there really IS a fire, you have a DUTY to inform others. It is only if you are being dishonest that it could be considered illegal, but then fraud is always illegal.

No. The Canadian judge would allow the police president to make remarks against the vaxx. However, he would also be forced to add a disclaimer that the majority of scientists support the vaxx etc.
