Are there any cases of this happening with minors at all? In every states it's illegal to do gender reassignment surgery on a minor. In about 15 states they will give hormone therapy to children over 16 with parental permission though, which is pretty sick.
It is abuse and it’s also abuse to recognize and call a mental illness a legitimate sex choice
