I think if anybody is injured or killed during a "non knock raid" that the enforcement agency should be on the hook for restitution, should be considered liable for knowingly creating a dangerous situation, especially to non-charged individuals in the area.
That would only work if it was private police. So long as taxpayers are the one's actually on the hook for such restitution, the agents and agency won't give a damn. If we wanted police to actually serve and protect, there has to be consequences for them when they fail.

The short version is that no knock warrants are VERY difficult to get a judge to sign off on. No knock warrants are only for very dangerous people, those that are likely to cause collateral damage to bystanders. Do you really want to warn someone who acts like they have zero to lose to jet out the rear window and take a hostage, or simply shoot someone in the street b/c they know the cops will stop to help...get real. Some things distasteful do have their application, and when it comes to taking down very dangerous people -- sorry, but no knocks are quite necessary when it comes to certain individuals, if the criminal reacts poorly and gets blasted tough shit...
