Shift your thinking that this was a purposeful genocide of Americans by the deep state elite cabal, THEN their words & actions make perfect sense.

Halfway through they find it totally doesnt prevent death. So they changed the study thats underway, threw out the prevents death target, and replaced it with a more easy to obtain target.
