Hopium seems to enjoy a rather broad definition, from "hopeful inspiring news" to "clickbait type feel good news that isn't based in reality but triggers a short-lived hope-rush", etc. I think the predominant vibe of the word is that latter, considering the correlation with (and derivation from) "opium".
I put to you that this is certainly the former, not the latter. Myself, I like the expression, "Hopermectin", where Hopium is that drug-like short-lived hope-rush, but some news and factoids, etc, deliver hope and inspiration that reinforces our mental and spiritual immunity to the dooming, and builds us up in a way that euphoric drugs do not.
But that's just me.
Opinion: there is no way that this is accidental or coincidental. Trump jnr will be very aware of the devolution theories, and this can logically be seen as contributing to bringing the concept and idea to the public, by dropping the word, even if the meaning here is somewhat different.

Well, evolution is how something progresses and changes over time, in common language. Not always for the better, necessarily, rather how events play out and the parties of a situation adapt and change in response to each other and their circumstances.
If you unwind the adaptations to the chain of events, devolution is an apt descriptor.
