Yes, they release decisions every ten minutes beginning at 10 am. Number of decisions vary and they're released in order of reverse seniority (so a decision written by the least senior Justice first, Chief Justice last).

Try tracing the rays that extend from each tick on the watch back to the finger, that should help.
Mickey's finger barely touches the ray on 9th tick but rests firmly within the rays of the 10th tick.....

I can do one better. I can confirm that I know how to read a fucking clock, and that says 10:09, this is highlighted by the 1-8 hash marks being red.

Not sure why people continue to say the reads 10:09....if you notice the "rays" extending from each tick, and trace it back to the finger that might help .....

And maybe I'm spitting hairs, but it doesn't look like it's directly on the 10. There are only 9 tick marks that are red. To me it looks like it's 10:09 specifically although it is certainly 10:10 generally.

White Hats have all the controls, and these controls include very finegrained stuff like exactly when certain cases get decided and how they are decided etc. Normally the Cabal had control of these levers, but its been under WHs control for a while now. You are so outraged that whitehats might be "overreaching" - but if you want a puppet moving, someone need to control their strings because they ain't moving by themselves. They are all actors.
What you should be really outraged is that we are living in a system where everyone in power is a puppet. The entire system needs to be rebuilt from scratch after the Great Awakening. After that if anyone - white hat or not - tries to manipulate it, they will be treated the same way.
