Did you even read that article? They attacked and took over a police station, but it most certainly wasn't a civil war. Things often happen at a local level that never spread nation wide. The exact same thing happened in Ukraine and yes it did sort of spawn into the separatist movement(which could be called a civil war, but its really a proxy war or was till Russia fully invaded) because Russia stepped in under the table and helped them. Civil war was the NEXT STEP not the attacking the police stations.
