I can admit that his choice of words may have been slightly concerning from a stand alone point of view but keep in mind, drugs - guns - money, as a three legged stool, basically control every aspect of this country. Take away the drugs, the others fall. C_A are the drug runners, support the cartels as in pitting one against the other to keep money in their own pockets, they control the violence and guns and money.
