Giving Africans a different culture (for example immersing them in US culture) has not entirely fixed their problems. I've seen 4 different videos of military personnel not saluting Biden, so he couldn't be Commander in Chief. If he were, those soldiers would be court-martialed or discharged before they could take their next breath.
