That might be exactly it! A CVS type file is one that is all txt. Each column is separated by commas (most of the time). It can be used easily in databases.
Email that to [email protected] and ask them if this is the format they wanted.
CVS is easy enough to parse. It gets a bit harder if it's .json file. You can find readers for it, but then parsing through the structures is a pain in the butt.

Naturally up here in Washington you can get all of the records online via these Secretary of State website. The CVR data is all in Zip format and includes name address, voter ID, etc..

I didn't watch the latest online event from Lindell. Did they go through how to simplify the analysis? I used pivot tables to sort top records to the top.. Addresses, zip codes, names, etc.. many centurians voted in king county too.
Have fun.. The Zip files contain *.csv files. Convert to Excel do a little bit of clean up and start sorting the data in pivot tables getting the top pivots for addresses.

But I will say, my local Supervisor of Election's Office already responded and said my request would be processed in a "timely manner." My next request will be CVR data from the primary. Based on our local office's website, our county uses ES&S DS200 digital scanners as well as ExpressVote.

It looks as though anyone can request Oregon records. My reading of my state's FOIA laws is the restriction is at the state level (any state citizen can request the records).
Does the data set you're looking at have the individual voters, registered addresses, and their method of voting? Or is it just a precinct level rollup?
My experience is the precinct level rollups are available but not the CVR. However, my county got back to me right away with the CVRs!

Basically a guy compared the Fulton County ballot images that were put online against the Secretary of State election audit and discovered over 30 problems with the batches based on that. He sent it to the Governor who had his people validate it and then the Governor sent a letter to someone in Georgia and I haven't heard a word in the year since then.
Oklahoma's tabulation system is Hart.
Ballots are paper and scanned into secured and locked box. Tallies are confirmed by all precinct officials with their initials.
When one votes in person, they sign the precinct log book. This book can be used to verify the Cast vote records info imho. At least it can if you voted in person.

They have half a dozen different formats. Deliberate obfuscation. Usually you have to write code to read it. Does the file have a filename extension?
