It already has a name.......Investigation.

An investigation uses what facts are evident to establish a working theory of what might have traspired in regards to corrupt or criminal activities in order to gather more evidence until it is no longer theory. It's only called a "conspiracy theory" when those facts point to THEIR corrupt or criminal activities and is only used to deter support through fear of ridicule, capitalizing on an individuals drive to belong and desire of being accepted by the general public.
